Project Description: Tanzania became a ‘Trailblazer’ Country for the Primary Health Care Performance Initiative (PHCPI) by completing a vital signs profile of its primary health care system in 2018. Tanzania became a ‘Trailblazer’ Country for the Primary Health Care Performance Initiative (PHCPI) by completing a vital signs profile of its primary health care system in 2018. Tanzania identified a national commitment to improving primary care quality, especially through better use and data for improvement. The commitment is reflected in national policies and programs to support quality improvement and improved data use. The Star Rating System is an example of this national commitment and is considered the ‘core mechanism’ through which is improve facility-level quality in Tanzania. Star Rating collects data on every primary care facility in the country (over 5000) and feeds this information back to facilities for the planning of improvement strategies. Though the program has been successful in its reach and has demonstrated the ability to mobilize system leadership around improvement, no assessment of the system has conducted additional to measurement, PHCPI is invested in improving primary health care in Trailblazer countries through the opportunity Fund. Tanzania’s Ministry of Health, Community Development, Gender, Elderly and Children has been selected as a grant recipient of this fund to evaluate the Star Rating System and make recommendation for improving the system. Ifakara Health Institute has been identified as the implementing for this evaluation.
